All interested parties are advised that the Coast Guard Fifth District Commander has received a proposal from the North Carolina Department of Transportation, with plans for modifying a
existing drawbridge over a United States waterway.

WATERWAY AND LOCATION: Alligator River, Atlantic Intracoastal Waterway, Mile 84.2, in Columbia, North Carolina.

CHARACTER OF WORK: The proposed project is to replace the 2.83 mile long 2-lane swing-span drawbridge with a two-lane high-rise fixed bridge on a new alignment of approximately
2,000 feet north of the existing bridge. The objective of the project is to replace a bridge that is structurally deficient and undergoing significant deterioration, due to its age, and to avoid having to carry out
thorough maintenance of obsolete mining machinery.

The existing drawbridge has a horizontal clearance of 100 feet on each side of the swing span and a vertical clearance of 14 feet above mean high water in the closed position and unlimited vertical clearance in the open position. The replacement bridge will be a fixed bridge with a horizontal clearance of 140 feet and a vertical clearance of 65 feet above mean high water.

LVIV/KIEV, Ukraine, March 5 (Reuters) – Russia said its forces on Saturday stopped firing near two besieged Ukrainian towns to allow safe passage for civilians fleeing the fighting, but town officials said Moscow was not fully respecting the partial ceasefire.

The Russian Defense Ministry said its units had opened humanitarian corridors near the towns of Mariupol and Volnovakha which were surrounded by its troops, Russian news agency RIA reported.

In Mariupol, citizens would be allowed to leave for a five-hour window, citing city officials, as Russia’s invasion of Ukraine entered its 10th day.

The southeastern port city has come under heavy shelling, a sign of its strategic value to Moscow due to its position between Russian-backed separatist territory in eastern Ukraine and the Crimean Peninsula, which Moscow has seized in Ukraine in 2014.

“Last night the shelling was harder and closer together,” said a member of staff from Médecins sans frontières/Médecins sans frontières (MSF), according to the aid agency, adding that there was still no no electricity, water, heat or cell phone and food was scarce.

The Ukrainian government has said the plan is to evacuate around 200,000 people from Mariupol and 15,000 from Volnovakha, and the Red Cross is the guarantor of the ceasefire.

But the city council later said Russia was not fully respecting the ceasefire. “We are negotiating with the Russian side to confirm the ceasefire along the entire evacuation route,” he said. There was no direct response from the Russian side.

The Ukrainian government was examining reports from its army that Russian troops were using the ceasefire to advance towards Mariupol, said Ukraine’s Minister for the Reintegration of Temporarily Occupied Territories Iryna Vereshchuk.

The Russian Defense Ministry has said a broad offensive will continue in Ukraine, where it denies targeting civilians.

“The armed forces of the Russian Federation have continued to carry out strikes against the military infrastructure of Ukraine,” Defense Ministry spokesman Igor Konashenkov said, adding that the Donetsk forces, held by the separatists in eastern Ukraine continued to tighten the encirclement of Mariupol.

Mariupol city authorities have urged civilians to leave.

If you’ve read any of my past rants, you know that I favor scientific botanical nomenclature over common names. This has caused many readers to think of me as a snob or a know-it-all. This is not the case!

But, I’ll save the “plant name” discussion for a later date. Just wanted to let you know that I have no problem with common names, however, they often don’t tell you anything about the plant or don’t seem to make sense.

Here is a definitive exception to this rule—Polygonatum canaliculatum, aka “Giant Solomon’s Seal”. It is a remarkable plant native to all but eight western states of the United States, and it East a giant in more ways than its size.

If you’re unfamiliar with this plant native to West Virginia, I bet you know its “little” cousin, Polygonatum biflorum, the “true seal of Solomon”, which is also indigenous. Its common name distinguishes it from Maianthemum racemosumPreviously Smilacina racemosa, aka “False Seal of Solomon”. (I don’t like that common name either, so if you must use a common name, try “Solomon’s Plume”.)

Polygonatum is a genus of plants that struggles with family relationships. I have always known it as a member of the Liliaceae (lily) family. Now, depending on who you talk to, it could be in the Convallariaceae (Lily of the Valley) family or in the Asparagaceae (Asparagus) family.

But back to Polygonatum canaliculatum and talk about the differences between these two parents. Typically, Polygonatum biflorum (biflorum as it produces two flowers in each axil) grows approximately 12 to 36 inches, depending on age, soil fertility, humidity, and other factors. It blooms delightfully from May to June with a graceful, arching stem. On the underside of the stems, in most axils, a pair of greenish-white, pendulous, bell-shaped flowers are produced. These develop into blue-black berries during the growing season.

Polygonatum canaliculatum is quite similar in many ways, but looks like Polygonatum biflorum on steroids! It typically grows along roadsides and normally measures 36-72 inches, but we’ve had some at Sunshine Farm & Gardens that reach heights of over 96 inches. There are also 2 to 10 flowers in each armpit compared to only 2 Polygonatum biflorum.

Both plants are easy to grow and propagate. The rhizomes produce a new joint every year, and if you dig them up every few years, you can multiply them effortlessly. You can also grow them easily from seed: just wash the pulp under running water and sow them outdoors in pots. It takes several years to raise a mature plant from seed.

The genus name Polygonatum breaks down as follows—Poly means a lot, and gonu stands for knee joint, a reference to the joints of the rhizome. The common name “Solomon’s seal” is generally thought to refer to the knee joints on the rhizome, but some older writings indicate that the seal refers to the wound-sealing properties of the rhizome. The specific epithet “canaliculatum” means grooved or channeled in reference to the grooves on the leaves.

The starchy, edible rhizomes were eaten by Native Americans who shared them with early settlers. Members of this genus have a multitude of other medicinal uses and have been used in the treatment of indigestion, heavy menstruation, lung conditions and general debility. It is a popular remedy for hemorrhoids, rheumatism and skin irritations when a poultice or decoction of fresh roots is applied to cuts, bruises, wounds, etc.

In the garden, it’s a welcome guest, and there are plenty of shade-loving plants you can plant under or around it. I even planted Polygonatum biflorum under the Polygonatum canaliculatum. The richer the soil and the more organic matter and moisture, the more vigorously they will grow. They have a place in every shade garden, native plant garden, and wilderness garden, and I’ve even seen them used successfully in rain gardens. Just use your imagination to capitalize on this graceful giant.

With concerns already at an alarming level over Russian President Vladimir Putin putting his nuclear forces on high alert, a battle waged in Ukraine for Europe’s largest nuclear power plant is heightening anxiety over a possible calamity that would likely make havoc far beyond the borders of the war zone.

In a closing session with representatives of the United Nations Environment Program in Nairobi, delegates had the opportunity to say a final word and a Ukrainian representative took the opportunity to make a strong statement on this happening in his country.

The first is that the Ukrainians, cornered by the fifth largest army in the world, are fighting a surprisingly tenacious fight from their end of the corridor.

Ukrainian determination and a botched start to the Russian campaign helped Kyiv hold off the Kremlin armies longer than many had expected. This created a big problem for the Russian president. To be fair, aside from the scattered protests, it’s hard to gauge popular Russian sentiment about the conflict so far. But it is telling that the government and state television have gone to such lengths to conceal the extent of what is happening. Official channels focus mainly on Donbass, even as Russian artillery now pound Kiev and Kharkiv, Ukraine’s second largest city. News programs in Russia do not refer to it as a “war”, which has given rise to a new Russian meme: Leo Tolstoy’s famous novel is now called “Special Operation and Peace”.

Putin now faces a rabid and highly motivated Ukrainian resistance, crippling Western sanctions and the prospect of a conflict far longer than the Russians can tolerate. It’s hard to imagine Putin’s next approval ratings will show a 20-point jump like the one he enjoyed after he bloodlessly annexed Crimea in 2014.

All of this brings us down the hall to the second interpretation of the rat story: in which Putin himself is now locked in a situation that he must escalate in order to survive. After all, to back down now – with Kiev still standing and the internet swooning over Ukrainian President Volodymyr Zelensky – would be a humiliation on the world stage. It would also raise uncomfortable questions about Putin’s judgment at home.

The worrying part of it all is that Putin can still escalate this war to terrifying heights. His recent move to put nuclear forces on alert was meant to send a message about the scope for escalation, but experts say Putin still has plenty more conventional firepower to throw at it.

“Most of the Russian military capabilities did not go into this fight,” CNA’s Michael Kofman, one of the leading military analysts of this conflict, told the War on the Rocks podcast recently. “And if that happens, it’s going to get a whole lot uglier than anything we’ve seen.”

As things get worse, the West will come under increasing pressure to enter the conflict more directly. Meanwhile, Russian retaliation with cyberweapons or energy could hurt Western populations in ways they are not fully prepared for.

Putin – cornered and desperate – can inflict immense pain both inside Ukraine and beyond.
